POSITION STATUS: This is a full-time, non-unit position with benefits. Some nights and weekends will be required for urgent issues.
SALARY: Hiring salary range $91,800.00 – 96,447.38, commensurate with education and experience.
STATEMENT OF DUTIES: Serves as the College’s Title IX and Affirmative Action Officer, as well as Americans with Disabilities Act (ADA)/Section 504 Coordinator. Ensures compliance with Title IX; the College’s Policy of Affirmative Action, ADA/Section 504; including Title VI and Title VII of the Civil Rights Act and all related state and federal regulations.
SUPERVISION RECEIVED: Reports to the Director, Executive Operations in the President’s Office
DUTIES AND RESPONSIBILITIES:
• Coordinates the College’s compliance with and provides technical assistance as well as consultation on statutory and regulatory requirements in the areas of Equal Education and Equal Employment Opportunity; Title IX; Affirmative Action; ADA and Sections 501, 503 & 504 of the Rehabilitation Act of 1973.
• Manages the administration and compliance of Title IX, Affirmative Action, ADA/Section 504 reasonable accommodation programs, including processes and vendors.
• Monitors, reviews, analyzes, and conducts internal audits of processes and systems at the College and makes recommendations regarding College-wide compliance with Title IX, Affirmative Action/Equal Opportunity, ADA/Sections 501, 503 & 504 of the Rehabilitation Act of 1973, and related responsibilities.
• Drafts, revises, and implements policies and procedures as needed.
• Receives, investigates, and resolves complaints regarding discrimination and Equal Education and Equal Employment Opportunity and harassment, including Title IX complaints of sex-based harassment, bullying complaints, and complaints regarding denial of reasonable accommodation requests involving employees and students, and others protected under state and federal laws and regulations and/or the College’s Policy on Affirmative Action, in compliance with state and federal laws, executive orders, and College policies and procedures.
• Partners with Chief Human Resources Officer and the Associate Vice President for Student Success to address employee relations, student conduct, and ADA accommodation matters as required.
• Works collaboratively with all areas of the College, as needed, with respect to complaint referral, investigation, resolution, and reporting.
• Provides and/or oversees the initial and ongoing training of Title IX deputies, investigators, decision makers, and appeals officers; meets and communicates regularly with the designated deputies for Title IX to ensure the prompt, fair, and impartial resolution of complaints. The Title IX Officer retains oversight of any delegated responsibilities and ensures there are no conflicts of interest with regard to the deputy coordinators’ primary job duties.
• Develops, coordinates, delivers, and tracks College-wide Professional Development on the College’s Policy on Affirmative Action; Prevention of Discrimination and Harassment; Title IX; and the ADA, working collaboratively with other College offices, state and federal agencies, and community partners; attends and participates in meetings and Professional Development Opportunities for Affirmative Action Officers, Title IX Coordinators, and ADA/Section 504 Coordinators. Serves as the College liaison with the Board of Higher Education and Directors of Equal Opportunity/Affirmative Action, Title IX, and ADA in other Community Colleges to ensure appropriate uniformity throughout the Commonwealth.
• Works across departments and divisions to implement effective diversity related programs.
• Assists with the development, scheduling, and implementation of regular events on campus to raise awareness in the community about all forms of discrimination and harassment (including sex-based/sexual harassment and sexual assault), as well as the College’s policies and procedures.
• Prepares and distributes Title IX and other presentations, reports, educational material, posters, brochures, and web-based material.
• Tracks and analyzes data and assesses the campus climate with regard to Equal Opportunity, Affirmative Action, Title IX and, in particular, sex-based/sexual harassment and sexual violence.
• Develop strategies to enhance campus culture related to Title IX sex-based harassment and anti-discrimination.
• Serves as an integral part of the teams and committees across the College, including but not limited to the Affirmative Action Committee and the Threat Assessment Team; leads the development of the College’s Affirmative Action strategy.
• Works cooperatively with relevant government offices to ensure compliance with accessibility and other laws.
• Works with various College offices to develop, maintain, and report to the Chief Human Resources Officer on a system for ensuring compliance with various regulatory and statutory requirements. Leads in responding to system, state, and federal audits related to scope of responsibilities.
• Works with Human Resources to ensure implementation of Affirmative Action priorities are represented throughout the talent acquisition process.
• Stay up to date on law, policy, and industry standards in the field of Title IX, sexual misconduct, and civil rights.
• Identify areas of institutional risk related to Title IX, sexual misconduct, and civil rights. Develop risk management and mitigation plans for the College.
• Serve as a member of the Massachusetts Association of Community Colleges Title IX Administrators group
• Maintain accurate and confidential records in compliance with state and federal record-keeping laws, policies, and procedures.
• Performs other job-related duties as assigned.
Job Requirements:
REQUIRED QUALIFICATIONS:
NOTE: Unless otherwise noted, all required qualifications must be met by date of hire.
• Bachelor’s degree with a focus on human resources, student development, or education.
• A minimum of (3) three years of professional experience in the area of Equal Education and Equal Employment Opportunity, and Affirmative Action Title IX compliance.
• Experience administering Title IX and/or handling discrimination and harassment investigations.
• Demonstrated experience in investigations and complaint resolution; experience in developing and conducting trainings.
• Evidence of excellent written communication and interpersonal skills.
• Knowledge of applicable laws and guidelines; sensitivity and commitment to the goals of Affirmative Action and workforce diversity.
• Experience working with diverse faculty, staff, student body and external constituencies.
• The ability to handle confidential, complex issues in a prompt and diplomatic manner, while exercising excellent good judgment.
PREFERRED QUALIFICATIONS:
• J.D., Master’s, or Advanced degree in human resources, student development, higher education administration, or other relevant discipline.
• Minimum (5) five years of experience in the area of Equal Education and Equal Employment Opportunity, and Affirmative Action Title IX compliance.
• Experience with equal employment opportunity/affirmative action; experience interpreting federal and state laws and regulations pertaining to Equal Education and Equal Employment Opportunity, affirmative action, Title IX and ADA.
• Experience providing training across broad institutional lines on laws, policies and procedures.
• Ability to speak a language in addition to English.
• Demonstrated ability to provide leadership in organizational change, higher education experience.
