Job Description:
POSITION TITLE: Community/Outreach Counselor – Massachusetts Skills, Training, Education (MassSTEP) Programs (part-time; benefitted)
DEPARTMENT: Economic and Business Development/Adult Education
PRIMARY LOCATION: Fall River, with required travel to Bristol’s Attleboro, New Bedford and Taunton locations
POSITION STATUS: This is an MCCC/MTA, part time, grant funded, 32 hours per week, unit position with benefits. This position is funded for 48 weeks per year. This position is subject to grant budget appropriations.
REPORTS TO: Associate Director, Transition to College Programs
STATEMENT OF DUTIES:
The Community/Outreach Counselor provides day-to-day management of Bristol’s Massachusetts Skills, Training, Education Programs (MassSTEP). MassSTEP is a service approach that provides adult education and literacy activities concurrently and contextually with workforce preparation activities and workforce training for a specific occupation for the purpose of educational and career advancement. Bristol’s current program prepares students for entry level positions in Clean Water Technology. This position works in cooperation with both the Adult Education department and for-credit divisions of the college to provide opportunities for Adult Education students to pursue career pathways in in-demand industries. This position encompasses program management in conjunction with direct student service. Responsibilities include, but are not limited to, developing, implementing, and evaluating MassSTEP initiatives, managing day-to-day program operations, as well as providing a continuum of advising services that support student success. The work schedule would be primarily days, with occasional evenings and weekends as required.
ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:
• Plan and manage day-to-day operations of MassSTEP program in accordance with MA Department of Elementary and Secondary Education.
• Establish and maintain ongoing strategic, collaborative relationships with area Adult Education programs, local MassHire Career Centers, community-based organizations, businesses, and community leaders in support of integrated education and training programming and college/career pathways.
• Work with occupational skills training partners to coordinate employer engagement activities, career nights, industry field trips, shadowing experiences, and internships.
• Work with Associate Director to identify and develop opportunities for new projects in priority industries, including funding opportunities to support the program’s current and future priorities.
• Develop and implement program orientations, recruitment presentations, workshops, and other activities, as necessary.
• Assist students in the development of academic and career goals and define the action steps and information needed to achieve that goal.
• Implement comprehensive retention strategies such as, but not limited to:
• Problem solving with students to address potential barriers to program completion.
• Making referrals to appropriate academic and student support services.
• Provide students with ongoing academic advisement and monitor students’ academic progress and performance throughout duration in program.
• Assist students in the use of technologies in education and career planning.
• Guide students in groups and/or individually through career exploration and education and career activities.
• Work collaboratively with Adult Education and college staff to track student enrollment, academic progress, and outcomes.
• Maintain confidential student files, including but not limited to advising notes, student attendance records and academic progress.
• Input grant required data into the Department of Education data management system, LACES, in accordance with state guidelines.
• Attend Adult Education staff meetings, college meetings, college committees and professional development provided by the college.
• Participate in state meetings and professional development activities provided by MA Department of Education, as required.
• Demonstrate a sense of professionalism and consistently reflect Bristol’s core values while interacting with members of the Bristol community.
• Focus on the Commonwealth’s Equity Agenda by applying related best practices throughout all job functions.
• Perform other duties as assigned, consistent with the Collective Bargaining Agreement.
Requirements:
EDUCATION AND EXPERIENCE
REQUIRED QUALIFICATIONS:
NOTE: Unless otherwise noted, all required qualifications must be met by date of hire.
• Minimum of a Bachelor’s degree in Counseling, Education, or closely related field.*
• Minimum of two (2) years of experience and/or training involving career counseling, academic advising, international student policies, foreign language interpretation, and personal computer operations.*
• *An equivalent combination of education, training, and experience shall be considered.
• Demonstrated experience in supporting students in meeting their education, training, and employment goals.
• Demonstrated knowledge of Microsoft Office 365 applications, including Word, Excel, Publisher, PowerPoint, and Outlook.
• Strong organizational skills.
• Excellent verbal and written communication skills.
• Reliable transportation for weekly travel to and from meetings, trainings or work-sites is required. These work-sites may include any of Bristol’s locations in Fall River, Taunton, Attleboro and New Bedford; as well as local adult education programs and community agencies in Fall River, Taunton, Attleboro, New Bedford and surrounding communities.
• Demonstrated commitment to achieving equitable outcomes for all students through upholding the community college mission and serving the needs of first-generation and historically excluded populations.
• The ability to work effectively with a diverse student body, faculty, and staff, with varying educational skill levels and language abilities.
• COVID-19 Vaccination Requirement: As of January 2022, candidates for employment should be aware that Community College students, faculty, and staff are required to be fully vaccinated. Accordingly, initial employment is dependent upon receipt and verification of full vaccination status records; details of how to fulfill vaccine record verification requirements will be provided during the hire and onboarding process.
PREFERRED QUALIFICATIONS:
• Minimum of a Master’s degree in related field.
• Demonstrated experience in academic and/or career advising.
• Demonstrated experience working with adult education students.
• Demonstrated experience supporting underserved and educationally disadvantaged populations.
• Demonstrated familiarity with DegreeWorks and/or Banner.
• Ability to communicate in a language in addition to English.
• Availability to work evenings and weekends.

SALARY: $30.03 per hour.
