Housing Stabilization Manager $1,000 Sign-On Bonus

East Bay Community Action Program (EBCAP) is seeking a full-time Manager of Housing Support Services to oversee daily operations of the Pay for Success and Home Stabilization programs and supervises case management services in the Permanent Supportive Housing Program.

EBCAP is offering a two-step sign-on bonus totaling $1,000 for external applicants.

Ensures compliance with contractual obligations and approved budgets. Cultivates relationships with external partners to access housing and wraparound support services to promote clients’ resiliency and overall wellness. Partners with other EBCAP personnel to identify opportunities for integration and the development of a more consistent model of providing housing support services. Assists in the development of future EBCAP housing programs.

Manage daily operations of assigned programs including hiring, training, supervising, and evaluating staff; assist in the development of program budgets and manage according to approved budgets; ensure compliance with the terms and conditions of contracts, grants, and Home Stabilization certification standards; and ensure clients receive high-quality services in a culturally responsive, person-centered, trauma-informed approach.

Create and maintain an internal and external referral/intake process that collects all client data required by assigned contracts and EBCAP and is highly responsive to client needs.

Maintain a broad-based working knowledge of HUD and local housing programs and ensure staff is well-versed and current in their knowledge of Coordinated Entry (RI Housing and HMIS database), Housing Case Management 101 (RI Housing), Critical Time Intervention, Housing First service delivery model (Training Series), and Motivational Interviewing.

MINIMUM REQUIRED EDUCATION:  Prior experience in housing services, including housing management, planning and development, and/or case management experience is required. Prior supervisory experience preferred.  NOTE:  Must meet the criteria below when providing direct service.

Any provider staff person providing direct support to beneficiaries shall meet the following qualifications:

Education: Bachelor’s degree in a human/social services field; may also be an Associate’s degree in a relevant human/social service field, with direct field experience.
Experience: One (1) year of case management experience, or Bachelor’s degree in a related field and field experience.
Skills: Knowledge of principles, methods, and procedures of services included under Home Stabilization Services meant to support the beneficiary’s ability to obtain and maintain residence in independent community settings.
Additionally, the incumbent must currently hold or be willing to obtain and maintain Certification as an Occupancy Specialist within six (6) months.
